WHOA was founded in 1971 by Velma Johnston (Wild Horse Annie) and a group of her friends and supporters, including today's Chairwoman, Dawn Lappin. WHOA's primary mission is to advocate for the well-being of America's wild horses and burros, on our public lands, on the Comstock Range, and through the Adoption Program. WHOA was instrumental in bringing about the enactment of the Wild Horse & Burro Act of 1971, and since that time, WHOA volunteers have been in the forefront of making sure this legislation is adhered to in practice.
